
Jennifer became the Regional Senior Commercial Officer for the Caribbean based in Santo Domingo, Dominican Republic in August 2023. She leads a team locally while also coordinating U.S. Department of Commerce trade and investment programs across the Caribbean region focusing on direct sales, policy and market development, and project advocacy.
Previously, Ms. Kane-Zabolotskaya was the organization’s Senior Advisor for Career Development and Assignments of Foreign Service Officer Corps and advised on strategic staffing and resourcing policies and programs worldwide. From 2017-2020, Ms. Kane-Zabolotskaya served as Senior Commercial Officer at the U.S. Embassy in Budapest, Hungary where she represented U.S. business interests in the region and advocated on policies affecting U.S. private sector interests including transparency and third country competition. She led the embassy’s Deals Team which secured Hungary’s $1 billion procurement of a missile system, a record-breaking defense sale that supports American jobs, deepened U.S.-Hungarian relations, and strengthened long-term NATO security capabilities.
In addition, Ms. Kane-Zabolotskaya served as the Deputy Senior Commercial Officer at the U.S. Embassy London, UK (2012-2017) where she facilitated U.S. business interests in the UK, a trade relationship valued at $245 billion, particularly regarding nascent HMG policies affecting U.S. interests in response to the pro-Brexit vote. She also coordinated regional collaboration in Northern Europe from the Nordics to Ireland. From 2009-2012, Ms. Kane-Zabolotskaya was the Senior Commercial Officer in Almaty, Kazakhstan where she led strategies to support U.S. commercial activities throughout the country and Central Asia including promoting U.S. exports, working to overcome steep trade barriers and corruption, and regularly conducting commercial advocacy.
From 2006-2008, as the Commercial Officer at the U.S. Mission to the European Union, she counseled and advocated on EU Regulations and Directives impacting U.S. commercial interests across all EU Member States. Ms. Kane-Zabolotskaya served as Commercial Officer at the U.S. Export Assistance Center Boston, MA from 2004-2005 where she worked one-on-one with local exporters. Before joining the Foreign Service, Ms. Kane-Zabolotskaya worked at the U.S. Department of Commerce in Washington, DC (2000-2004) focused on branding and international marketing efforts. While in the private sector, Jennifer was a consultant to the U.S. Trade and Development Agency (TDA) and worked in non-profit marketing. Jennifer has an M.A. from George Washington University and a B.A. from Bucknell University.
